JUMPY TACKOMETER NEEDLE

When running my 450 at full throttle the tack needle bounces all over the place but when throttled down, even a little, then it settles down. Seems to give accurate readings as it shows correct rpm at idle speed. Any ideas on what is causing this and correction? Maybe just needs to be cleaned?
