I have messed with these tractors for years. I have found that the rubber gasket squashes out every time as you are finding. Get the correct size cork gasket or make one to fit the housing. The gasket for the short bowl is slightly smaller in diameter than the long bowl. There is a difference.
The screen goes on first then the gasket. The gasket seals the screen to the housing.
Don't mess with any sealers as the gas will attack it.
Don't switch to the external filter. Keep it original if possible. They work very well as they were designed to. And when it gets sediment in it, you simply dump it. No need to replace a filter.
I have had tractors for years that don't need the bowl dumped. If the tank is clean and the fuel going in is clean, then there is no issue.
