If it is anything like my 364 there is one shaft inside another and they are sealed on the outside end with o-rings. Probably rusted together and you will need to remove the assembly and use heat and penetrating oil to free it up. I had to do it on mine as it had been sitting for a while when I bought it. Not a big job on mine but I don't know if you have a cab. Make sure you replace the o-rings after you clean everything up and lube it.
