That could be a number of problems. I would make sure you have a good blue/white spark that jumps a 1/4 inch gap or more. I that tractor I do not know if it has the carb drain plug or not or fuel pump. But if it has the drain plug and is a gravity flow system make sure you have a good steady flow of gas out of the carb for a few minutes. Catch it to look for water /dirt etc. You might also pull the air tube off between the carb and air cleaner and hold you hand over the carb and try to start it. You should get a good suction when you do and also should get gas on your hand. If you do not have both you may have a manifold gasket problem or low compression
