IH 966 won't pull on grade

It'll pull good on flat ground but on grade she'll quit pulling (trans. completely quits). I've tested the clutch as suggested by Mudcat49 and JohnIH. In high/2 at 1/2 power it strains at first then tries to die, in low/2 at 1/2 power the brakes won't hold it. This brings me back to a hydro problem. Where could it be? Also, on the left side of the steering wheel this tractor has a lever that opperates a hydro. pump below it under the cab. What is it for. There doesn't seem to be any reaction from changing position.
