Sounds like a PO was messing around with the lever before he sold the tractor to you. There should not be a nut and bolt in there. On each side of the outside of the tower there should be a 1/2 (?) inch flat freeze plug. They retain an inner and outer shaft that the shift lever swivels on. My recollection is that they come out easily with a drift after you destroy one of the plugs. I am concerned that maybe the PO welded or brazed something (the bolt maybe) and it cannot be moved. Remove the bell shaped shield and get a good look.
