Bill you mentioned that it wouldn't continue to run when you pulled out the choke. My guess is that the float setting is off and not allowing enough fuel to flow. With the carburetor bowl removed, push up the float so the needle is closed. The distance from the bottom of the float to the edge of the upper carberutor body should be approximately 1 1/8 inches. The IT manual (they built tractors didnt' they?) states 1 13/32 inches.
