Open center means the pump pumps oil when the engine is running so the control valve has an open center and oli flows through when pump is running so the system needs either a load valve like the 06,s do or an unload valve like the 300 to 560 have. If it was a closed center system the pump does not pump untill oil is called for or the control valve is opened then the pump pumps oil. On a closed center if you pull the valve lever with the engine running you close the center an the pump will pump and open the relieve valve, on a closed center if oil can not flow the pump will not pump so with out a cylinder on a closed center system if you pull the lever nothing happens.
