Are you sure the lever is not out of position? As they are now 40 years old the linkage gets worn. Ours can get scrambled and will let the lever that switches from low to high get out of place and still be able to use the low side of it. If it moves like it is broken . Yes you will have to pull the lid. Which is as you said the fuel tank and seat will get you there. There are 3 white teflon rings, that seal the cover to the main housing, that will need replaced when you put the lid back on. It can be lifted off with 2 good stout guys. A hoist would be far easier if available. The fork is a straight forward deal after that. We have welded the shaft on ours and then just ground it down to use.
