I worked on a friends 254. You should be able to jump around the ignition to get things working. It needs the glow plugs to start. Also, when you turn the ignition on, it activated a fuel solenoid on the right side of the engine by the pump to turn the fuel on. You will see a plunger move. On the dash at the lower right of the steering wheel is a small chrome disk with holes in it. Inside is a coil of wire that glows red after a few minutes to show the glow plugs are working. Also, there is a park position on the range selector on the left side of the tractor. It needs to be in park, and the clutch depressed for the starter to work. Hope that helps.
