That screw adjusts the high speed idle limit. As such, it simply limits how far forward the hand control lever can be pushed. Unless you have somebody hold the lever against the stop as you turn it, you won't notice a change as you turn the screw. Evne then, you won't notice much difference by ear. A tach would show it. The low speed idle is adjusted with the screw at the throttle lever on the carburetor.
