F400G: Throttle Will Not Respond at Low Setting

Runs fast. Will not idle down. Throttle has dead band at low to one third setting.

Lingage appears okay. Real cold for several days.

Should I check the govern? If so, what should I look for and do? I was thinking that mositure may be an issue.

Tractor was down for several months.
