You don't have to unhook anything inside to pull the top cover. Just pull the draft control lever (not position control lever) all the way back and if it won't stay, tie it there. That will allow the draft control linkage to clear the lower sensing arm. It will come off without pulling lever back but you have to have it back when you install cover. Now, as far as the shims on the brake shaft, bull pinion, it is not really that difficult to pull the axle housing. You don't have to pull the top cover for that job. If shaft is that loose the bearings or possibly the inner retainer may need looking into anyway. They changed design in later models with shims on outside. Live and learn I guess.
