On the front of the carburetor is a tube that runs to the governor. When you disconnect the carb from that tube, it exposes a tab on the shaft in the tube, and a slot on the front of the carburetor.
If you don't get those aligned when you reinstall the carburetor, your throttle does funny things.
Did you clean the mouse/bird nests out from around the manifold before you tried to start it? Those hot embers could be burning nest.
