It still sounds like the throttle governor area is leaking, it may have a hole in the plate or as what was said yesterday the tube. There is also a small seal that fits around the speed change shaft or as you call it the throttle body shaft,this seal may be bad, this may also be the problem (IH part no. 45 667 D)( page 33 of IH parts book ). In any case it looks like the plate may have to be taken loose along with the carb and resealed. This will affect the operation of the inlet on the carb. That is again why it raises the idle when you hold a rag over it. After resealing you will have to tweak your carb a little to bring the idle back down. As was said yesterday usually a gasket can be fabicated for the plate with a little patience or you can use a light coat of ultra-black RTV, I believe that the seal my be rubber. I used a picture from Red H rebuild here and thats all I can see that could be wrong from my veiw point. There are many other here that may have a better idea than me :o)
