what you need is to put it under load by working it for a few hrs. the rings may be sludged up and sticky from sitting. you can time it spot on without a light. just line up the timing marks on compression on tdc. the with the ignition on turn the distributor opposite of rotor rotation. once you hear the spark snap that is where you snug it down. or you can put a piece of paper between the points and then the moment the paper pulls out while turning dist that is the sweet spot, tighten there. timing generally has nothing to do with smoke. set the main jet on carb 2 1/2 turns out and the mixture 3/4- 1 turn out, that is a close starting point and just would require fine tuning.
