If you have not moved the distrubuter then it should be close enough to run. Do you have fuel? Maybe to much fuel? How cold is the tractor, 460s do not start well cold. The Timing should be like zero advance when cranking, and sometimes the advance system sticks instead of returning as mine did. If too advanced it will start very hard and run poorly when cold. If every thing checks out try warming the carb up, an old clothes iron might work well but I got a magnetic heater fron NAPA that works real well. The other week mine had the float needle freeze open and the carb flooded, try some Heet fuel additive to remove the water.
Good luck, days like these its hard enough to get out there and run the tractor let alone have to fix it.
