Hi Jeff, simple things first, check for junk that has gotten down behind seat that is interfering with the PTO engagement lever. Next the PTO engagement lever actuates a hydraulic valve on top of MCV valve where hydraulic filter is mounted under the left foot rest. See item #35 at: http://partstore.caseih.com/us/parts-search.html#epc::mr63400ar620739 Take your favorite penetrating oil and spray all the PTO lever mechanism parts including under the rubber boot on top of MCV valve.
If above doesn't fix the problem then possibility is PTO clutch pack, hydraulic pressure to PTO clutch pack. I don't believe the splines in the pressure plate are stripped as all the hydraulics would stop.
