I can relate to that. I just aquired a 1950 F6 Ford truck, when I went to get the title they couldn't find an F6 in their book, they were about to make me go to the state revenue office. After I explained that they really don't want me driving that beast into the city with bad brakes they made a few calls and decided it was equivalent to an F3. We pay a "use tax" when the title is transferred, which is 2% of the value of the vehicle. Nothing on tractors, though, since there is no title.
