I don't see what the air filter pipe would have to do with anything other than allowing the gas to dump out the pipe hole instead of pileing up in there and draining slowly out the little hole at bottom of carb. You mention adjusting the float upward. The actually floats need to be adjusted downward to lower fuel level in carb. Are you sure you are adjusting the right way. A float and needle valve can stick open and cause gas to over fill and is a common problem. Are you sure that isn't whats happening?
