I've seen more than one M that had a road grader kit on it. That involved a live hydraulic pump and everything from the bolster forward to make it look just like a road maintainer. I can't imagine why you would have some kind of overdrive unit on it, but the grader conversions looked heavy - I can't see them getting up to 40 mph. I wouldn't have the marbles to do it.
If all of the grader stuff is off of it he's selling just another M.
FWIW, they made the same style kit for 8N fords you want to talk about underpowered.
