There is no rod on the arm going from the gov to the carb. They added that to keep it from surging. There is a surge bumber spring in the gov and it is adjusted by turning the screw after loosening the jamb nut on the bottom of the gov housing. Your gov could be messed up but first with engine off take the pin out of the arm going to the gov. Now open the throttle holding the carb rod so the carb is fully open the pin should bo back in. If it doesent the clevis needs to be adjusted so it will.Thats how you set the linkage for throttle response. You gov mite need some repairs but first get that linkage adjusted correct.
