Steering arm Super A

After 3 weeks of trying to remove the steering arm of my '48 Super A (ser. number 261313) I'm at wits end. The thing simply doesn't move at all. I used a special pulling device, applied a propane torch and hammered on it while under tension from the puller.
The Super A has the old style tie rods, with the ends bent upwards and ending in a ball. Which type of steering arm do I have??? The vertical shaft does NOT have a square end; it has a (woodruff?) key in it. If I'm reading my parts book correctly my steering arm has part number 356 554 R1 and the vertical shaft has a TAPERED end. Is that correct? (I have an adjustable front axle but it is NOT the heavy duty type.)
Any and all help in getting the arm off the shaft will be greatly appreciated! Thanks, Hendrik
