Doesw it still have batt voltage on the soleniod terminal that energizes it to make it start when it runs continualy. The batt voltage should only be there when sw is closed in start position when sw is released the volts should dissapear. Something is keeping soleniod energized thats why the voltage check. Solenoids have been known to stick keeping starter running even when the voltage that energizes them is gone.
