Governor problems on a Super C

Ok...I think I've pinned my power problems down to a problem with the governor. Cleared all the fuels lines, tank, carburator, air cleaner, adjusted points & plugs...and at idle it purrs like a kitten...BUT...under any load there is no power. Just sitting at low idle and adjusting the hitch is enough to kill it - and the governor never kicks in to adjust power.

Any ideas of what I am looking for in the governor as a possible problem? I'm assuming the bearings, wieghts or spring have gone bad - but have never tore into one before.
