That's the same governor I have on my B. I had mine apart and the spring was broken, the rocker shaft was bent and the thrust sleeve and bearing were rusted so that the thrust sleeve barely moved. Your problem could be any of these. The good news is that except for the rocker shaft, the parts are cheap and available at your Case/IH dealer.
