Sounds like the shaft on that selectrol valve is froze up. if this is the kind mounted on the front of the lift cover then I think I'd relax the lift and drop the front implement if any and then pull the small cover off ( 4 bolts big corner bolts? maybee 1 small center one? at least tha's how it is on a hundred series hyd blank port cover).
Pull it off and see if you can get some penetrating oil to the inside of the spool. i don't know if it is a metal to metal low clearance spool.. or if there are orings??? I never had one apart.
If you don't bugger the orings under the cover.. you might be able to re-use them.
hopefully someone with some xx10 experience will post.
If this is a valve built into the 3pt hitch controls .. then?? I dunno
