The rubber "insulators" are for to keep vibration from the engine from shaking up the guts of the voltage regulator. They are NOT electrical insulators, and,in fact there is a jumper wire that provides a good ground to the regulator. It must have fallen when the mounts failed, and one of the terminals must have shorted to the tractor chassis. If I understand your post correctly, the starter is not cranking the engine over when you turn the key? If this is the case, it is NOT the voltage regulator causing the no-crank problem. It should crank over even with the voltage regulator removed altogether. There must be a blown fuse or a bad wire that comes from the battery side of the starter solenoid an brings power to the key switch.
