A bolt breaks off when over torquing, because the tensile strength of the bolt has been exceeded. Once the head pops off, the stress is removed, if the hole is good and clean, the remainder can be removed with your fingers if you could get a hold of it. Beware of insults, I could call you a idiot, it would true, but it wouldn't be polite. Thats why I wouldn't stoop to that level. But then again? : :::Bonehead OK, One more technique that hasn't been mentioned. My buddy was working on an in-line 6 engine for a fellow, found a hairline crack from the front corner head bolt to the water pump hole at the front of the block. Thought he'd be a great guy and drill, tap, and put an allen head bolt across the crack. Broke the # 10x32tpi tap off in the hole. We turned the block over on its side and set up and electrostatic discharge unit on a small arbor press. Use a tungsten welding tip for the electrode and then cover the broken tap, bolt, easyout or what ever with solvent. Set up the transformer (coil) then you just move the electrode down until it starts sparking and eating away at the metal needing to be removed. Works slick if you can get the item verticle. We had the tap zapped out of there within an hour.
