A bolt breaks off when over torquing, because the tensile strength of the bolt has been exceeded. Once the head pops off, the stress is removed, if the hole is good and clean, the remainder can be removed with your fingers if you could get a hold of it. Easyouts will work on some applications. But we all have learned through experience that you can't force them. I have had success when hot!! not cold. We all know nothing is easy in life, when the gentleman calls you a liar that means he should not have a wrench in his hands yet a checkbook and leave it to the professionals.
