I don't know if what you did is allowed, or grandfathered in, etc.
If you remove it now, it will be gone forever, as no way will he or next owners ever allow you to do any dirt work again.....
So, I would _not_ remove it unless the govt DNR EPA County folks tell you to. You'd be kinda foolish to just take it out on your own at this point.
It's there now, leave it if you can.
Really can't say if what you did is right or not without more info, I'm with you to keep your buildings safe, but you can't divert water onto someone else, either, there are complicated laws that sort that out sorta. If the water would normally flow north, and your dike diverted it to flow west now onto that property, you might be in the wrong.
Is it possible to tile or ditch the area to move the water around/under both your properties and be a win for both of you, split the cost? That would be the best solution. Does this water have somewhere to run to, or is it always stuck here, going to pond somewhere - your property or the neighbor's property? Hopefully there is someplace 'downstream' to safely ove the water to.
