The guy getting electrocuted had nothing to do with an unqualified person doing electrical work, did it? Any one working near live wires has to be careful, use common sense, which is not very common anymore. In MN anyone can do there own electrical work as long as it's inspected. I put a new meter base and upgraded our service a couple of years ago and the power supplier came and disconnected us in the morning and we called him about noon for the reconnect. I asked if this had to be inspected and was told they wouldn't turn the power back on if there were any obvious violations. Everything went great, Ottertail power is a good supplier! My service comes in low over my roof (3 feet) but those wires are insulated, I would avoid touching them, but it shouldn't be a problem.
