Check top of final filter assembly for a small line going back to tank, may be tied into injector return line. Most Perkins have a small bleed oriface on filter base, can be straight fitting or banjo bolt, may have bleed hole about .020 plugged. Is used to get air out of filter base so none gets to injection pump, will keep dieing out plugged. Not sure what size engine you have, but know 4.203, 4.236 and 248, and larger models use this bleed system.
