MF-165 3-pt hitch problems - hydraulic control valve

My brother just completed rebuilding my MF-165.
I don't think that the 3-pt hitch is working correctly.
The tractor has a external dual control valve
Part #(677 421). The values appear to be working
correctly. It order to raise the lower link arms,
the left valve must be pulled back. But the arms
will not lower unless the valve is pused ahead.
Any ideals? Does anyone have instruction for this
valve?
