Thanks guys - There is a link over to Red power maybe helps...you'd think it was me posting it - identical problem. Turned out to be his steering hand pump was bad. But he had a function dump valve to begin with...
I've reinstalled the rebuilt MCV with the aftermarket dump valve plug removed and the proper plastic valve and spring installed.
Yea - the PTO and 3pt work great - no problems there.
I drained all the fluid out of the tractor and I Replaced the fluid with Napa premium - had a cheaper oil in there. You know just in case - Hell - I was halfway there anyway. While empty, I removed and looked at the hyd filter and screen which I replaced in aug/sept of this year - the screen was really dirty...surprisingly - looked like some gasket material or dirt...maybe one or two reflective bits of metal - but not much - it does tend to not like gear High 2 and grinds a bit when I try...
As noted above, during the rebuild of the mcv it became clear the former owner plugged the steering dump valve with an aftermarket steel plug - PRIOR TO ALL OF THIS - I never was able to move the front wheels w tractor engine off and the steering wheel would not move after a couple spins around around it would lock up but not steer.
So I removed that aftermarket plug and installed the dump valve plug and spring and replaced the now rebuilt MCV and I still have no steering, clutch or break pressure - but when the tractor is off - the steering wheel just spins and spins w NO resistance at all....
So Now I'm thinking I maybe have a bad hand pump behind the steering wheel - no fluid leaks - at least not now - right before the problem occurred one of the hyd lines was leaking pretty good but I tightened that up to stop fluid from dripping everywhere. Shortly after - my problems began...seemed unrelated til now.
for anyone wanting to make more fun of me...with NO diagram avail even in the I&T manual - I put the new plastic plug in - plastic plug first with rounded end toward the clutch housing (the plug kinda looks like a breneke shotgun slug) - you can see the backside of the plug where it looks like the spring fits (REAL tiny spring like off a ball point pen) that follows teh plug and is sticking out of the clutch housing waitng for the MCV to be reattached.
Which seemed to be the trick eh? Not crushing the spring - well I made guides (long drill bits) and checked it twice - seemed OK...

Today's Featured Article - Good As New - by Bill Goodwin. In the summer of 1995, my father, Russ Goodwin, and I acquired the 1945 Farmall B that my grandfather used as an overseer on a farm in Waynesboro, Georgia. After my grandfather’s death in 1955, J.P. Rollins, son of the landowner, used the tractor. In the winter 1985, while in his possession the engine block cracked and was unrepairable. He had told my father
