Down here the "posted limits" are considered to be a reasonable and prudent speed for good conditions. Any problems and one is "expected" to reduce speed proportionally.
The margin that a lot of officers allow probably is because in court cases nailing it to the wire gets thrown out especially when varying terrain is concerned, or the officer would be with a "customer" who was going 1 mile over the posted limit while half a dozen going 20 over blow past him/her, or the officer would be limited to court duty and not have time to get back out on the "beat".
I was called for jury duty on one occasion whereas a young man with an attorney was defending a speeding charge. It was on a flat stretch of Interstate highway and in the wee hours of the morning, zero traffic, unlimited view, and fair weather. He had a sporty mill and was letting the ponies have their head.
His defense was that he was traveling at a reasonable and prudent speed for the current conditions.
I didn't get selected because in the juror selection process it became obvious they want sheep that only listen to what's presented at the trial and don't want any one that thinks for themselves......called a jury of your PEERS!!!!!!! Scary!!!!!!!
What really scares me is that we are supposed to have the best legal system in the world.
