Slip Clutch - Ferguson TO-20

My slip clutch for live PTO on my Ferguson TO-20 recently quit working. I bought new one, it doesn't work. PTO shaft quits turning when clutched and nothing hooked on to it, but slip clutch doesn't work when bushhogging (bushhog keeps pushing tractor). Does tractor clutch have to be adjusted in some cases to make the slip clutch work. Free play on tractor clutch pedal is about 1/2 inch and book calls for 3/16 inch. Can that difference effect the slip clutch? Maybe old and new slip clutch bad?
