You definitely got a problem on the 2000. The position of the lift arms is supposed to be relative to the position of the lever, and you should be able to stop and hold the lift arms at any point in their travel. Having said that, I don't have a clue where to tell you to look, and haven't established a real great track record with suggestions on this board, so I'll shut up.
