Stuck Head Bolt

Electric impact wrench has removed all head bolts from John Deere "L" (1941) except one. Have been putting penetrating oil for about a week and keep trying impact wrench (even alternating tightening and loosening) with no luck. I've dealt with broken off bolts before so have been careful not to get in this situation. Have you had success with heat? If so, do you heat the bolt, the head, both or what? Any suggestions based on your experience would be appreciated.
