If it is rusted solid I would probably try heating the head of the bolt, but not too hot....If that doesn`t work you may have to twist it off and replace it. (If it`s rusted that bad it should be replaced anyway. Then with the head removed you can use easy outs or weld a nut to the top of the bolt and remove it.
Be patient You`ll get it !!!!
