well the first thing to do is check compression, then post results. then if nesessary pull head , after looking at valves can make a desision on them whether to replace or not. valves may be just gumed up from light tractor use. it is possible it just needs them removed and clean stems. if they are sticking in guides the guides cant be that worn too bad. upon disassembly of engine then can make list of parts needed. even post pic. of valves once head and side cover is off. you will get more accurate answers with pictures. cam will stay in if lift checks ok.if it comes right down to repair i would just remove engine and haul to town were work can be done correctly as this is presision machine shop work.
