No, Social Security was intended to expand the powers of the federal government and buy votes, Roosevelt knew a give away program would be popular with the majority of voters but he was rightfully concerned about the constitutionality of his scheme, why do you yhink he tried to illegally pack the Supreme court? All of that aside I would buy your argument if people had a choice, there are annuities you can buy from private companies that end at your death, 1 payment or 40 years, luck of the draw, but you buy that type of investment if you want to, you are not forced to by the government or anyone else.
