I was told for self serve pumps, they had to remove the handle locks but there are a few places that still have them. I like the locks and usually fill the tank full but could see how it could happen on a prepay pump and be a REAL big scary deal. After a spill more than about a gallon, they're supposed to call the Hazmat people to clean it up.
