: Pull the pump. If you checked the metering valve and it was moving freely and the pump is turning (pull the rear end plate and see) and the shutoff lever is in the run position the pump will pump fuel. If it does not pump then and the tractor has been sitting as you say, the pumping plungers are stuck and diassembly will be required to repair. A return valve stuck or plugged return line as JR2 suggested will allow the engine to start but then go dead as the housing pressure becomes so great that the plungers will not move. Quick tip: If you suspect a plugged return break loose the timing cover on the pump while it's running if it clears up you"ve found the problem without break'n a line loose. When the cover is loose the housing pressure will drop and allow the engine to run.

Hey Diesel Dan,

The return line is not plugged as I had it off and it siphoned fuel out of the tank until I lifted it higher than the tank. There is no fuel shut off lever on this pump, the shut off is controlled by putting the throttle all the way up. Does this give you any new ideas? Also, can a transfer pump problem cause this? What is involved in freeing up a plunger and is this common?
