Throttle shut-off is the same as shut-off lever in this pump. If you want to check the supply pump pressure and test to see if the supply pump is working hook a gauge to the bottom of the supply where there is a 1/4" pipe plug. At cranking speed you should get at least 8 psi. and running wide open perhaps about 70 to 90 psi. I never reccomend trying to crank an engine with this type pump that has been sitting up for a period of years. The varnish and rust that builds up tends to seize them up if ever restarted and the cost to repair a seized pump can be steep. As for the tip on plugged return lines, I gave that out for other readers to use. You need to pull the pump for repair. Stuck plungers requires an overhaul. Good Luck & thanks Milan for your support.
