You say the pump is new. Is it brand new from New Holland or is it just new to you? If it is the latter I would suggest having the pump rebuilt. You need to look at the shaft where the seal rubs. It is normal for the shaft to wear. If there is a groove in the shaft it will allow air to enter the system. If the pump is brand new and your dealer installed it, take the tractor back to them to remedy the problem.
