removing rear hub

I have a Ford 2000 3cyl. diesel tractor that I was replacing tires on and thought I would check the brake pad whileI have the wheels off. I have not been able to remove the hub even after loosening the brake adjuster all the way. Is it attached to the axle or am i missing something else? thanks. J.Coleman
