It would seem like your going to go with the ONE recommendation from a DIED hard IH fan.
Here is what I would recommend. Go drive both.
The JD Cab will beat the IH hands down. Quieter and the controls are much easier to use.
Then run both tractors at a field speed. You will find that the IH 1566 has a "hole" in the speed ranges right in the working range. It is only a 12 speed forward tractor and that is with the TA.
The JD 4640 could have a 8 sp power shift or the 16 Quad range. Both are very reliable.
The hydraulics on the JD are head and shoulders above the IH. They just are. Way better flow.
The only place the IH might be better is the engine. Those IH 1566 and 1466 had great motors that where a little better on fuel but not that much better.
I have owned a JD 4640 and currently own a IH 1466 I bought new. I had a IH 1566 for a few years in the early 1990s. The IH 1466 would work right with it all day long. The main reason being is that the IH 1466 had the "right" gears in the working range. The IH 1566 made you lug in one gear or run against the governor in the next lower one. The JD 4640 would out work the IH 1566 on my hill ground. The Main reason is the 16 speeds verse 12 speeds.
Right now the JD 4640 and the IH 1566 are both cheap horsepower. The 1000 PTO just kills them both. Now the IH 1566 could have the dual PTO added to it later I think. The one I had was 1000 PTO only.
