Don't feel too bad Old Rocks, you are far from the first who has fallen into this dilemma. It has come up here a few times before. The brass bushing will tighten in but only with great care. The two problems as you know are the rust on the threads which needs to be cleaned out and take time, and the somewhat recessed location which makes it hard to get a wrench on it. I haven't needed to open up a lock washer for a spacer but that may be a good idea. The main need is for patience.
