Hagie 460 Highboy, NEED HELP!

I just bought this Hagie 460 and on the trip to my place the drip out of a hole in the bottom of the hydraulic agitator motor turned into a stream of water from the tank. Also the governor seems to want the engine to run wide open. I bought this to finish spraying my tobacco (my old one bit the dust) so I'm kinda under the gun right now and would greatly appreciate any thoughts or opinions. This Hagie is a whole new animal to me and I don't know anything, but don't tell my wife.
